PHILADELPHIA, Oct. 12 – State Rep. Stephen Kinsey, D-Phila., hosted new School District of Philadelphia Superintendent Dr. Tony Watlington Sr. for a visit to Martin Luther King High School, which is in Kinsey’s legislative district, on Tuesday. The visit started off with a tour of the school and concluded with a briefing that included Watlington, Kinsey, state Rep. Darisha Parker, D-Phila., students, school administrators, alumni and community organizations. HARRISBURG, Oct. 7 – State Rep. Stephen Kinsey, D-Phila., announced today his intention to introduce a package of legislation that would end felony disenfranchisement by allowing incarcerated felons to vote via absentee ballot. “The right to vote is a core pillar of our democracy. Every single day that an incarcerated individual is not able to exercise their right to vote is another day that Pennsylvania acknowledges and permits the continuation of Jim Crow-era laws,” Kinsey said. The first piece of planned legislation would remove the provision that denies an individual who has been incarcerated for a felony conviction within the last five years the ability to register to vote. It would also allow all registered voters confined to correctional facilities to apply for an absentee ballot. The second piece of legislation would update the definition of a qualified absentee elector to include those who cannot go to their polling place on Election Day due to serving their sentence. Pennsylvania is one of several states that fully restores the rights of all incarcerated individuals once released from confinement. PHILADELPHIA, Sept. 30 – State Rep. Stephen Kinsey, D-Phila., along with other local elected officials, the 14 th Police District and the 14 th District Police Chaplains, hosted a press conference yesterday evening that was followed by a community peace walk. This event was part of Kinsey’s Third Thursday Initiative, which was started in March as a monthly initiative to inform northwest Philadelphia residents of resources to stay safe from gun violence. The event has turned into a community peace march, where everyone who shows up walks throughout a neighborhood in northwest Philadelphia to demonstrate a unified call for an end to the gun violence plaguing the city. This month’s event was in honor of Daniel Ruley, a father of seven who worked for SEPTA and who was killed in front of his home. The hosts of yesterday’s event were joined by Masonic members and individuals who work for SEPTA, along with clergy, the Pennsylvania State Police, Philadelphia Sheriff’s Office, Philadelphia District Attorney’s Office, EMIR and SEPTA Police. At the press conference, each speaker came to preach the importance of the community coming together to eradicate gun violence they see. During a House Health Committee hearing, Pa. state Rep. Stephen Kinsey spoke out about a bias report that says transgender youth shouldn't be encouraged to chose their preferred sex. HARRISBURG, Sept. 21 – State Reps. Stephen Kinsey and Pennsylvania Legislative Black Caucus Chair Donna Bullock, both D-Phila., have introduced a resolution to promote greater access and research for sickle cell disease. Sickle cell disease is an inherited blood disorder that predominately affects African Americans. The disease produces abnormal red blood cell shapes (i.e. crescent or “sickle”) that cause red blood cells to become hard, sticky, and die at an earlier rate than normal red blood cells. This can lead to serious complications among individuals, such as anemia, infections, strokes and more. There have been new therapies to address sickle cell that have greatly improved in recent years, but Kinsey said he wants it to be more accessible to low-income individuals. “We need to ensure that folks with sickle cell have access to address their medical needs, and it starts with having them covered by Medicaid and Medicare programs,” Kinsey said. “This disease has affected many Black folks for far too long, and we must make sure that they do not face any barriers when it comes to addressing this disease.” This resolution would call on federal policymakers to ensure that individuals have access to all medications and forms of treatment, as well as ensure that any new therapies are covered by Medicare and Medicaid programs. PHILADELPHIA, Sept. 8 – State Rep. Stephen Kinsey, D-Phila., announced that $135,000 in grants from the Department of Conservation and Natural Resources Community Conservation Partnerships Program will be awarded to Awbury Arboretum Association in his district. The money will go toward developing and implementing a “Nature Rx” program, developing and conducting physician training, and evaluating program results . “I am happy to see money coming to our district to help with conservation and natural resources,” Kinsey said. “There’s data showing that clean, environmentally friendly communities are often the safest, so this funding will benefit the community as a whole. I know that Awbury Arboretum Association will make good with this money.” This grant is part of a $90 million larger investment in Pennsylvania recreation and conservation and surpasses the previous record of $70 million in 2021. Under the Wolf administration, DCNR has awarded more than $430 million in grants to more than 2,300 projects across the commonwealth. The grant is administered by the DCNR C2P2 . HARRISBURG, July 15 – State Rep. Stephen Kinsey, D-Phila., has introduced legislation to clarify pension beneficiaries. State employees, educators and municipal workers may designate beneficiaries for their pensions under the State Employees, Public School Employees and Pennsylvania Municipal retirement systems. While many individuals choose their spouse, children or other family members as their beneficiaries, some may wish to designate a nonprofit organization. Current statutory definitions do not make it absolutely clear that pension beneficiaries may include nonprofits. To clarify this uncertainty, Kinsey is introducing legislation that would clarify that a nonprofit organization may be designated as a pension beneficiary for municipal employees, as well as state and public-school employees. “Folks work hard for their pension, and they should be able to make their beneficiary whomever they want,” Kinsey said. “The way this law is currently written can be confusing for citizens across the commonwealth. My legislation is aimed at providing clarity to allow hard-working citizens to make the best decision in identifying their pension beneficiaries.” Read more

HARRISBURG, May 25 – State Rep. Stephen Kinsey, D-Phila., offered reaction to the mass shooting that occurred last weekend in Buffalo, NY and yesterday in Uvalde, TX. Buffalo: Last weekend an 18-year-old man drove to a supermarket in Buffalo, New York, where many of the shoppers were Black and he shot and killed 10 people. The shooter, Payton Gendron, was a white supremacist who believed in the Great Replacement Theory. “The fact that this young man researched and found an area with a large Black population and drove there to kill them is an indication of the vile racism and bigotry that is still very alive in our country,” Kinsey said. “We have many people in power across this country who continue to push racist rhetoric that leads to horrific hate crimes like this.” Kinsey continued, “Two years ago, we saw worldwide protests against racism after the police murder of George Floyd. As the chairman of the Pennsylvania Legislative Black Caucus at the time, I, along with other members of PLBC, held a day of civil disobedience in the state house where we protested against racism and for police reform.” Kinsey said not enough progress has been made regarding race relations in the U.S. “We put a lot of work into getting police reform bills and we were successful with some of it. PHILADELPHIA, May 16 – State Rep. Stephen Kinsey, D-Phila., said he supports the COVID-19 Public Health Equity Initiative that comes from the American Rescue Plan. PHEI recognizes the impact the pandemic has had on underserved communities (largely communities of color) and makes strategic investments to ensure these disproportionately impacted communities and populations have access to public health services necessary to respond to and recover from the pandemic. Today, House and Senate Democrats held a news conference at the Dr. Ala Stanford Center for Health Equity. They proposed a plan to the governor to use funds from the American Rescue Plan for the public health initiative. “The pandemic has maximized the health care disparities that exist across the commonwealth, and United States as a whole,” Kinsey said. “This proposal would address multiple facets of the disparity and work towards providing access to public health services and resources. Quality health care is a necessity that everybody deserves access to.” The initiative proposes a total of $12.85 million and would distribute these funds into four categories: health equity grants, mobile health clinics, trauma grants and school-based health centers.
