Harrisburg - June 16 - The state Senate Veterans Affairs and Emergency Preparedness Committee approved a Sen. John Wozniak (D-Cambria) resolution today calling on Congress to prohibit the transfer of Apache helicopters from Johnstown into active duty Army until a force structure analysis is completed. "The Army would do well to examine the efficacy of moving the Apache helicopters from Johnstown until further study is done," Wozniak said. "The unit is well established at the airport, has a large economic footprint and is essential to our security." Wozniak has joined with state Rep. Bryan Barbin (D-Cambria) and Rep. Frank Burns (D-Cambria) in seeking to stop the transfer of the 1-104 th Attack Battalion and the repositioning of Pennsylvania Army National Guard units. Barbin is a member of the House Veterans Affairs and Emergency Preparedness Committee. The National Commission on the Future of the Army is now studying active duty and National Guard force structuring alternatives. The report is due in February 2016. Wozniak said that it was important for the state legislature to make its sentiments clear about the restructuring of the National Guard components in the state because the National Defense Authorization Act is before the U.S. Senate and will be subject to a House-Senate conference in the near future. With school out and the summer upon us, it's important that students find positive activities to keep them out of trouble. A number of communities are holding Youth Fairs to bring information and awareness to students and their parents. These free events, held from 11 a.m. to 1 p.m., offer information about drug awareness and bullying, and my office will have a table offering information about the state geared toward students and its programs and services for children, including coloring books and bookmarks. HARRISBURG, June 10 – State Rep. Frank Burns, D-Cambria, announced today that Saint Francis University has been awarded a grant for more than $36,000 from the Pennsylvania Liquor Control Board to support initiatives aimed at reducing underage and dangerous drinking. The PLCB grants are awarded to support a wide range of activities including training, law enforcement patrols, the development of environmental management strategies and other prevention programs. "This money is crucial to help educate our young people about the potential dangers of drinking," Burns said. "I applaud the faculty and staff at Saint Francis University for taking the steps in providing outreach and information to combat this problem." HARRISBURG, May 13 – The Pennsylvania House of Representatives has unanimously adopted a resolution introduced by state Rep. Frank Burns, D-Cambria, commemorating this week as National Police Week in Pennsylvania. Burns’ resolution (H.R. 166) also recognizes this Friday, which is also National Peace Officers Memorial Day, as Police Officers Memorial Day in Pennsylvania. "I hope all Pennsylvanians will take some time on Friday to remember the officers who lost their lives while on duty," Burns said. "Our police officers serve and protect us with courage and dedication, and we need to support their efforts." According to the website policeweek.org, four Pennsylvania officers lost their lives in the line of duty between September 2013 and December 2014. Burns is working with local schools and a local animal protection organization for this drive. "In other instances, a pet becomes the victim of abuse or neglect in Pennsylvania. “This drive is to help animals in need. I also am currently working on tougher laws against animal cruelty. Right now, anyone who abuses an animal faces two years in prison and fines up to $1000. If you see someone abusing an animal, call the police. HARRISBURG, Feb. 23 – In a committee action, state Rep. Frank Burns, D-Cambria, today voted against a liquor bill he said would put small beer distributors out of business because they won’t be able to compete with big-box retailers. “I voted against the bill because it will hurt our mom-and-pop beer distributors,” Burns said. “It's inherently unfair to these small businesses. It will cost them their livelihood, as well as eliminate thousands of family-sustaining jobs, if this convoluted bill becomes law.” House Bill 466 would sell off Fine Wine & Good Spirits stores operated by the Pennsylvania Liquor Control Board and allow private businesses to purchase licenses to sell wine and liquor. The first licenses would be open to large existing beer distributors. Burns said remaining licenses would go to market, where big-box retailers’ buying and selling power would be too much for local businesses to compete. “I believe this legislation would put local distributors out of business by allowing competition from out-of-state companies to buy the licenses,” Burns said. “That means corporate retail giants like WalMart and Sheetz could sell beer at their cost, not making a profit, just to get people into the stores. HARRISBURG, Feb. 23 – State Rep. Frank Burns, D-Cambria, today said the results of an audit conducted by Auditor General Eugene DePasquale found the Hollidaysburg Veterans Home increased patient care while saving taxpayers more than $478,000. The audit found the cost for therapy services decreased from $102 to $3 per hour after the facility and the state Department of Military and Veterans Affairs decided to contract out therapeutic services in 2011. That resulted in more physical, occupational and speech therapy services. "Providing the best quality of care to our veterans should always be top priority," Burns said. "I commend the facility for working with the department for coming up with a plan that not only resulted in giving more care to our veterans, but also saving taxpayers thousands of dollars." HARRISBURG, Feb. 11 – State Rep. Frank Burns, D-Cambria, today said he has introduced legislation that would protect students from registered sex offenders who live in their neighborhood. "As our local police officers investigate the events in the case of the missing Summerhill girl, it is unknown if the person of interest who police are looking for was a sex offender," Burns said. "I feel it’s time Pennsylvania enact legislation to protect children to and from school." According to the state Department of Education website, currently schools are not required to provide transportation for students. The law also states that if a district chooses to provide busing, the school can make children living within one mile of the school walk every day, regardless of age. House Bill 372 would require school districts to provide transportation to all children to and from school if that student resides in a district where an offender is registered. "I urge school boards in the district to provide transportation for all students, whether they live near a sex offender or not," Burns said. "It’s about protecting our children -- that should be everyone's main priority." Currently, the Pennsylvania State Police list more than 12,000 sex offenders living in the commonwealth; 196 of them live in Cambria County. Read more
