Pennsylvania Commission on Crime and Delinquency: PA START/STOP Project

Who May Apply: Any private non-profit agency, any private for-profit agency, public agency, or unit of local government.

Use: The PA START/STOP campaigns aim to increase awareness of the dangers of Opioid abuse, as well as to provide resources to assist parents and caregivers in promoting healthy behaviors among youth to prevent substance use in the first place.
Funds: $900,000 in federal State Opioid Response funds.

Pennsylvania Department of Transportation: Transportation Alternatives Set-Aside

Who May Apply: Local, county, and tribal governments, transit agencies, schools, school districts, nonprofits, and small Metropolitan Planning Organizations.

Use: Transportation alternatives, including on- and off-road pedestrian and bicycle facilities, infrastructure projects for improving non-driver access to public transportation, and enhanced mobility, community improvement activities, and environmental mitigation, and trails that serve a transportation purpose.
Funds: $28 million in statewide funds will be available from the federal Infrastructure Investment and Jobs Act

Pennsylvania Department of Community & Economic Development: Multimodal Transportation Fund (MTF) Program

Who May Apply: Municipalities, Councils of governments, Businesses, Economic Development Organizations, Public Transportation Agencies, Ports – Rails/Freight

Use: The program provides grants to encourage economic development and ensure a safe and reliable system of transportation is available. Projects that coordinate local land use with transportation assets, enhance streetscapes, lighting, sidewalks or pedestrian safety, improve connective or utilization of existing transportation assests, or relate to transportation aspects of transit-oriented development are eligible to apply.
Funds: Grants are available for projects with a total cost of $100,000 or more.  Grants shall not exceed $3,000,000 for any project.

Pennsylvania Department of Education: Paraeducator Preparation Pathways Grant

Who May Apply: To apply, an Intermediate Unit must partner with at least one Pennsylvania community college and at least one LEA (school district, approved private school, career technical education center, charter school, cyber charter school, or chartered school for the deaf or blind).

Use: Establish or expand opportunities for practicing paraeducators in Pennsylvania schools to become special education teachers at no cost while actively learning and working in their school

Pennsylvania Commission on Crime and Delinquency: Endowment Act – Treatment Training

Who May Apply: For-profit entity, non-profit entity, entity affiliated with a CAC or MDIT, or unit of local government (including schools, colleges, and universities).

Use: Increase the number of trainings that will help medical and mental health providers who treat victims/survivors of child sexual abuse meet National Children’s Alliance (NCA) accreditation standards and support trainings in evidence-based programming/practices for medical and mental health providers who treat victims/survivors of child sexual abuse.
Funds: A total of $200,000 in Endowment Act funding is being announced to support this initiative. PCCD expects to fund approximately four projects with budgets not to exceed $50,000. Applicants can budget for up to a 2-year project period.

Pennsylvania Historical & Museum Commission: Historical & Archival Records Care Program

Who May Apply: Historical record repositories (historical societies, libraries, universities, local governments, school districts)

Use: Collections care, including surveying; inventorying; preserving; arranging; and describing historical records significant to Pennsylvania, as well as for records reformatting and equipment
Funds: Individual grants will be funded up to $5,000 with no match required. Collaborative grants will allow two organizations to apply jointly for up to $10,000 or three organizations to apply collaboratively for up to $15,000, no match required. Funding is provided by PHMC.

Pennsylvania Commission on Crime and Delinquency: Regional Policing Assistance Program

Who May Apply: Applicants for the Regional Policing Assistance Program may be any municipality – a city, borough, township, home-rule municipality, or county. Applicants may also be a public or quasi-public body, or its representative, duly authorized to act on behalf of one or more municipalities. All applications must be accompanied by fully executed Articles of Agreement or an Intergovernmental Agreement that establishes a Regional Police Department.

Use: Funding will support efforts in establishing or expanding regional police departments that would improve the following: uniformity and consistency of enforcement across municipalities; recruitment; distribution and deployment of police personnel; training and personnel efficiency; career enhancement opportunities; enhanced professionalism; and reduction of costs.
Funds: A total of approximately $1,000,000 in federal funds is being announced to support this initiative. Applicants may apply for up to $150,000 for the formation of a new regional police department or up to $50,000 for the expansion of an existing regional police department by adding a chartered municipality(ies).

Environmental Protection Agency: Solar for All

Who May Apply: States, municipalities, tribal governments, or eligible non-profit recipients.

Use: The Solar for All competition will fund applicants applying to expand existing or develop new Solar for All programs. A Solar for All program is a program that ensures low-income households have access to residential rooftop and residential-serving community solar energy, often through providing financial support and other incentives.
Funds: The EPA anticipates awarding up to 60 awards for a total of $7,000,000,000.

Pennsylvania Department of Human Services: Low-Income Household Water Assistance Program (LIHWAP)  (Funding Source: Federal Funding)

Who May ApplyHouseholds that are in emergency situations maintain essential water access. Crisis situations include: past-due water bills; termination of water service; or, threat of termination of water service in the next 60 days.

Use: To help families who have overdue water bills or at risk of losing water service for their home.

Funds: One crisis grant for drinking water service and one crisis grant for wastewater service, up to $2,500 each.

Pennsylvania Council on the Arts: Statewide Creative Catalyst Grants  (Funding Source: General Fund)

Who Can Apply: Nonprofit, tax-exempt corporations, a unit of government; college or university; school district or non-arts nonprofit providing arts programming and/or arts services in Pennsylvania.

Use: To strengthen Pennsylvania communities through the arts, connect and increase Pennsylvanians’ access to lifelong learning through the arts, and to champion public awareness and appreciation of the arts in Pennsylvania communities.

Funds: Between $5,000 and $10,000. A 50% match is required.

Pennsylvania Council on the Arts: Creative Entrepreneur Accelerator Program  (Funding Source: General Fund)

Who Can Apply: Creative entrepreneurs must operate in the creative industry, be at least 18 years old, a current resident of PA for one year, and (if applicable) manage a business with gross revenue of less than $200,000.

Use: To pair access to existing small business consulting services with financial resources for creative entrepreneurs who aspire to start their own for-profit business or who operate an existing for-profit micro business.

Pennsylvania Emergency Management Agency: Public Assistance Program  (Funding Source: Federal Funding)

Who Can Apply: State agencies, local government organizations, and certain private nonprofit organizations that incurred costs or damages as a direct result of a federally declared disaster. The Commonwealth of Pennsylvania serves as the direct liaison between the federal government and all applicants requesting federal disaster assistance.

Use: To provide cost reimbursement aid for incurred costs or damages as a direct result of a federally declared disaster.

Funds: This is a cost-share reimbursement program. The Federal assistance share is not less than 75 percent of the eligible cost. It is up to the commonwealth to determine how the non-federal share (up to 25 percent) is split between the eligible applicants.

Pennsylvania Department of Human Services: American Rescue Plan Act Funding for Long-Term Care Providers  (Funding Source: Federal Funding)

Who May ApplyNursing facilities, personal care homes, and assisted living residences in DHS’ Office of Long-Term Living (OLTL) system. All nursing facilities currently eligible and enrolled in Pennsylvania’s Medicaid program, Medical Assistance, will automatically receive direct payments. Any nursing facility that is not enrolled in Medicaid, as well as all personal care homes and assisted living residences, must complete the Facility Acceptance Form and return it to OLTL for DHS to issue the payment.

Use: To host and promote vaccination events. Additional vaccines may also be requested.

Funds: Mini-grants that will range from $400 to $40,000 per vaccination event (with a reimbursement rate of $10 per shot achieved and a matching rate of $10 per direct person-to-person outreach).

Pennsylvania Department of Agriculture: Farm Vitality Planning Grants  (Funding Source: General Fund)

Who May Apply: Farmers and prospective farmers.

Use: Organic transition planning assistance, as well as professional services to assist with business planning, efficient transitions of farm ownership, strategic farm expansion, product diversification, and financial and technical expertise in order to enhance the long-term vitality of PA farms.

Funds: Reimbursement grants up to $7,500. Grants are limited to 75% of the total project cost. Up to $1 million is available statewide.

Pennsylvania Department of Human Services: Indoor Air Management Strategies for Long Term Care  (Funding Source: American Rescue Plan Act Funds)

Who May Apply: Long term care nursing facilities, assisted living facilities, and personal care homes.

Use: For the implementation of best practices regarding indoor air management strategies in long-term care facilities aimed at reducing the risk of transmission of and occupant exposure to COVID-19.

Funds: The maximum grant award per licensed facility is $15,000.  A total of $5 million is available statewide.

Pennsylvania Department of Environmental Protection: Alternative Fuel Vehicle Rebates  (Funding Source: Alternative Fuels Incentive Grants Fund)

Who May Apply: Pennsylvania residents who purchase/lease a new or used alternative fuel vehicle with a purchase price of $50,000 or less.  Businesses are not eligible.

Use: To defray costs of purchasing a battery electric vehicle (BEV), hydrogen fuel cell vehicle (HFCV), plug-in hybrid electric vehicle, electric motorcycle, natural gas vehicle, or propane vehicle. Purchase price cannot exceed $50,000 to be eligible for a rebate.

Funds: Up to $1,000 rebate depending on type of vehicle; additional $1,000 rebate for low-income households.

Pennsylvania Department of Environmental Protection: Small Business Advantage Grant Program   (Funding Source: Recycling Fund & Hazardous Sites Cleanup Fund)

Who May ApplyRegistered Pennsylvania for-profit businesses with 100 or fewer full-time equivalent employees and which are taxed as a for-profit business.

UseTo purchase energy efficient or pollution prevention equipment, or adopt waste reduction processes. Examples of eligible projects include HVAC and boiler upgrades, high-efficiency LED lighting, digital X-ray equipment, solvent recovery systems, water and waste recycling processes, auxiliary power units (APUs), and agricultural BMPs. Projects must save the small business a minimum of $500 and at least 25% annually in energy consumption or pollution related expenses. Natural resource protection projects must quantify the reduction of nitrogen, phosphorus and sediment loadings reaching the receiving waterway.

Pennsylvania Department of Environmental Protection: Driving PA Forward Level 2 EV Charging Rebate Program  (Funding Source: State Mitigation Trust - Volkswagen Emissions Settlement)

Who May Apply: Business, charitable organizations, incorporated nonprofits, local government entities, school districts, and other entities.

Use: Rebates for Level 2 EV charging equipment for public use at government owned property, public use at non-government owned property, non-public use at work places, non-public use at multi-unit dwellings.

Funds: Maximum rebates of $4,000 per plug for full public access and networked charging projects, $3,500 per plug for multi-unit dwelling projects and $3,000 per plug for all other eligible projects, including workplace charging.

PA Humanities Council/Community Heart and Soul: Community Heart & Soul Seed Grant Program

Who May Apply: Resident-led groups in small cities and towns with populations of 2,500 to 30,000.

Use: Startup funding to implement the Community Heart & Soul model. Community Heart & Soul engages the entire population of a town to identify what they love most about their community, what future they want for it, and how to achieve it.

Funds: Seed grants of $10,000.  Requires a $10,000 cash match from the participating municipality or a partnering organization.
